It isn't hard to do. You take some 8 mm film shoot a projector screen for the amount of time required, develop it, add dust and fibers, and then apply it to the footage you want vintaged as a layer with subtractive as the blend type.

Yeah there are a lot of easy filters which are easy to spot. If they are going to the trouble of skinning 3d eyes and metamorphs for blinking they'd put in a day of fooling around with an 8 mm camera to give it that old timey look.

This could easily be done by a single person a pay grade below that of an artist working at blue sky or pixar.
