The three main reasons to counterfeit another country's currency are:

" To demoralize the opponent. Most anyone will stop to pick money up, then discover a message on it, such as "There is no difference between your money and this paper" or "Present this Safe Conduct Pass and get out of a war you don't want to die." The most recent examples are from Afghanistan, which the United States produced.
To destroy the economy of the opponent. Captured money plates or professionally made duplicates are used to produce and dump as much fakes as possible in the opponent's country or occupied zone. The most famous example is Nazi Germany using Jewish concentration camp engravers to produce near perfect British series.
To use as money. When a source of local money from a country being clandestinely invaded is not available, printing passable counterfeits is an option. A little known example is the 20 Pesos notes printed by the United States for the Bay of Pigs Invasion of Cuba by anti-Castro Cubans. "

When you look at the list of all of the treaty agreements, in my post I noticed that Brazil was a major player in a lot of the agreements. That being said, it appers that South America as a whole has become a quiet threat, they are not flashy, don't get a lot of the headlines but seem to be placing their influence on the U.S. with their drugs, oil, and partnerships with other countries that may consipire to do us harm.

Additionally, our current issues with Iran can also be traced to the creation of conuterfeit bills. In 2010, millions of dollars were flooded into the market and due to the "superbill" status of the bills created, it was determined that the producers of such bills were the handy work of the Lebanese Shiite militant group Hezbollah. Great way to fund your revolution and in turn create financial turmoil for your sworn foe.
